Default is my co2 diffuser working right?

I recently bought, Red Sea CO2 Reactor 200, and am wondering if it is working right. I took it apart to add water for the bubble counter per the instructions but it said to put the diffuser's disk on first then the rubber seal, i would think it would be the other way. Bubbles come out of the diffuser but they are bigger then what i would expect and only one comes out at a time.

I've tried putting the seal on top and beneath the ceramic stone now multiple times. No matter what I end up getting bubbles coming out of the side and not through the ceramic piece. Any help at all would be great.

I had one of those and was only able to get it to seal correctly once. Tossed it.

I am not a fan of redsea products, every on I have ever had turned out to be just crap.
