Default How do I make hills like this?

I found this picture on the Tropica website and I wanted to emulate the rounded hills. Not just the pellia tufts, but the general appearance of hills behind. How do you create height like that? Is it rocks underneath? If so, what kind is best to use (rounded rocks, smaller pebbles, any old kind)? Or is it just the plants that make up the hills? What methods do you use to create height?
