Lightbulb Empty 10 Gallon

So now that my 29 is set up running and done, its time to move on to this empty 10 gallon tank laying around. I've had a few tanks now but this will be my first attempt at a planted tank. I've followed both Foofooree and Orion Write of their two 10 gallons and have found them very useful. (As well as great looking tanks) Anyways, the tank lined up has just finished a fish-less cycle. Its a basic Walmart 10 gallon with 2 CF 15 watt bulbs and Aqua-tech 5-15. As far as parts a heater is about the only thing I'm missing. I also had had a few questions on the top of my head:

1. The method in that Orion used to plant the Dwarf hair grass, will the tank have to be cycled again after flooding it?

2. Can this method just be used to plant the grass and then flood the tank directly after?

3. Can anyone post the link to Orion's thread? I only bookmarked foofooree's post.

I'll pop some pics up tonight for the tank and keep posting updates as the process comes along. Thanks.
