Emc2,
I have what I think is the same plant. It was sold to me by a LFS as narrow leaf L. repens. This plant I believe to be L.repens X arcuata.

I agree that it is probably Ludwigia repens x arcuata, which means that it is a hybrid. I think this is a naturally occuring hybrid.
