Surgical gloves shouldn't be a problem. They contain a powder on them, but I dont think there's enough to harm a tank. These gloves are meant to be worn so I wouldn't consider them toxic. If you plan to use them regularly, I would do a little more research. If anyone out there know more, please contribute.
Reusable kitchen gloves can be dangereous because they might be used in the kitchen. If you've used the gloves for house cleaning, they can't be used in the aquarium.
