Default Odd Water Parameters?

I just checked my tap water 10 minutes ago and here's what I got.

Tap Water:
pH 8.3 (Milwaukee pH 53 +/-0.02)
kH 5 (Salifert)
gH 2 (Salifert)

What's odd is that the kH is fairly low in relation to the pH. Meaning there's less than 1ppm of CO2 dissolved in my water. I was hoping it would be around 7.6-7.8 since usually water has at least 2-3ppm CO2 in it. I'm sure the kH and gH are right since I tested them three times over a 2 week period.

maybe the ph probe is not calibrated correctly?

Or your utility adds short-life buffer to protect the pipes. Check after 24-48 hours aging and see if the pH comes down.
