They are great Oto's, but rather hard to come by.
I got a nice group of them from someone at Aquabid. I guess if you keep an eye out they may pop up again.

There's another place on the web that sells them too, but I can't remember who it is for the life of me right now....

if you're in california, try octopus's garden in berkeley. they had some the last time i was there and they're always getting rare and interesting fish and shrimp.

It's more about developing a relationship with your better LFSs so that they're willing to do special orders for you. My LFS doesn't typically stock too many exotic fishes, but if it's on his weekly wholsaler's sheet he'll put in an order for me if I ask...at a discount, too!

Now, if the only thing you have to work with is PetCo or PetSmart, then you're probably SOL.
