For 2 of your questions:

For the Aquasoil amounts, check this link. You'll get an idea at least. http://www.adgshop.com/ProductDetail...1&Show=ExtInfo

As for lights, you'll find lots of opinions. Here is a 4x39 watt 36" unit http://www.aquaticlife.com/t5ho/index.html

Personally, I would not recommend having the substrate that shallow as it will make planting stems difficult. The typical ADA recommendation is 3 cm in the front sloping up to 8 cm in the back. I can tell you is 9L is enough for my ADA-60P (24" x 12", with added Powersand).

Check this out http://www.aquajournal.net/qanda/vol_001.html

The use of branco sand suggests that you will not be covering the whole surface of your tank with Aquasoil/Powersand - so perhaps you are planning a sandy foreground. Maybe 2 x 9L, plus a 1 x 3L?

Also note ADGs recommendation regarding Amazonia 2 vs original http://www.adgshop.com/Aqua_Soil_Amazonia_p/104-021.htm
