Default Upgrading from 2x24

Hey guys, birthday is just around the corner and I amthinking about upgrading my lighting on my 20 high. Currently I have a 24" Current USA 2x24 watt T5HO fixture. It has done pretty well for me in the early stages, growing a nice HC carpet and several types of stems. I am diligent with dosing and maintaining solid CO2 levels but I am having a little trouble with some of the harder plants (for me at least). I first noticed it when trying to grow L. Cuba from emersed form. I could get the plant to transition into submersed form and I would trim the new growth and plant them because if left attached to the main plant it would really slow down after getting an inch or two long. After replanting the cut portions they wouldn't do so hot. I am thinking of trying a 4x24 watt fixture and running maybe 3 of the 4 lights. Anyone have any better suggestions? I initally thought the 2x24 watt would be perfect after seeing 1.5(ish) wpg T5HO tanks being close to what I wanted, but I think maybe since my tnak is fairly deep I may need a little more output.
