Just to return to the original question briefly. It never hurts to ask and also check your states DNR website. Also there may be shoreline restoration or other such projects occurring which are not posted. Additionally many plants are easily cultivated by cuttings and in these cases a few cuttings is much less destructive then yanking an entire plant out.

i live here in south florida and ive collected several species. i never had a problem collecting and have friends who collect also. some of the species i have collected are ludwigia repens, bacopa monneri and carolina, hair grass, purple cabomba, and rotala indicia. its awesome seeing them in the canals in large groups but the only problem are the gators. have to be very cautious.
