We currently have a 109 liter tank with 21.22 Klux of light at the surface, CO2 diffuser and a light plant load that is breeding new fish almost as fast as we can give them away. We would like to add a medium to medium heavy load of plants, but, we will be moving in 18 months and where wandering if it would be worth the trouble of removing the fish, and adding the necessary substrate material for a combination of fish and medium heavy plant load. I kind of feel like the tank would be just getting started when we have to strip it down to move.

Any thoughts?

I would definately say it is worth it. The plants will establish themselves in a few months.

I don't think you need to tear down the tank just to replace the substrate now, and then do it again when you move. You can plant the plants in plain gravel and fertilize the water as needed. Most plants absorb nutrients both through their leaves as well as their roots. Some plants benefit in the long term from substrate fertilization, but for a short term arrangement, it is not worth the trouble. Light will be much more critical
