Java fern, moss and hornwort would work in a low light no CO2 tank.

anubias, just about all the varieties and although others may disagree, Hygrophila corymbosa ''Compact'' I have seen this one grow like crazy in some of my very low light tanks. I have only 90 watts of fluorescent lighting in my 59 gallon tank and this one is growing like crazy and forming new leaves and side roots like mad(I will have to prune it soon, the rate that it is growing) and doing even better than the java fern, java moss, and anubias. The apongentons are also growing like crazy in this tank and continue to do so. So, I would give apongentons and hygrophilia corymbosa compact a shot.
