Anyway, I'd stick with java fern windelov and narrow leaf java fern as both stay smaller than regular java fern. Sagittaria subulata grows well in low-moderate light, as does Echinodorus tenellus and both provide a nice grassy look. Some of the smaller Cryptocornes would be good, C wendtii comes in many colors and is quite easy. Anubias nana petite is good, I think most other Anubias would get too large. Smaller leaved stem plants like Bacopa monnieri, Rotala sp green and R. rotundifolia would probably do well, they are fairly hardy and should be okay with your light. Maybe corkscrew vals and Potamogeton gayi. You could use hornwort as a floater, try to stay away from duckweed as it's a total pain. Amazon frogbit, red-root floater, Salvinia, and water lettuce would all be better to get as floaters.
