What little I know about concrete sealers indicates that they are toxic to plants when fresh. When used on outdoor paving you have to be careful not to spill or splash on surrounding vegetation. I don't know about after they have cured.

Why do you need a sealer? Couldn't you just wash the mortar with vinegar to neutralize the pH, then rinse very well?

Hmm bummer, I've heard marine sealer works well but everything I've seen so far is really expensive.
A couple small portions of the mortar mix are on great stuff that still had the smooth layer (big mistake) and it flakes off if bumped against too hard, so I'm hoping if I seal everything it will make it a little more permanent.

I was at a local hardware store.

Rustoleum has Marine sealant that is like varnish that you wipe it on with a brush. I think it was like $10 for a quart.

Well I went to Ace hardware and found a Rustoleum Marine Grade sealant however the only one they had was mold and mildew resistant. They also had a couple spar varnish's for marine applications but they all seemed to be mold and mildew resistant as well.

Also went to a local independent hardware store and they had the spar varnish but nothing else.

I am just gonna use the Great Stuff pond formula, it is black. Not to excited about all black. But by the time I get plants all the way through it. I do not think it will look to bad.

I actually started out using the black great stuff, with the idea of having the other 3 sides be black instead of yellow, but the price quickly caught up with me. That sounds like it'd look great though.

Think I may have found my sealant, Bondaglass G4 Pond Paint.

Well I finally bought a coating/sealant for the grout, Rust-Oleum Parks Super Glaze, although I placed the order on the 18th and still hasn't even shipped out yet so I'm getting really antsy.

Now my goal is to find terrestrial plants that grow well in about 1.5-2 inches of substrate, any ideas are very appreciated.
