Default new Black sand

I got some of this along with black Flourite and im wondering it so fine will it be ok to use a tine half inch layer on top of the black Flourite will i get root rot?

You want 2-3 inches of depth from a substrate for good root growth. I am not sure how many inches you have from the post. The Flourite substrates can al be mixed with other substrates.

i ment on top of 3-4 inches of regular size Flourite

If you have deep rooted plants like Cryptocoryne and Echinodorus then a little more substrate is fine.
A little more than 3 inches is usually okay. You can definitely vary the substrate depth in the tank for the types of plants you have.
