How long has the tank been running? Have you tested water parameters(ammonia, nitrites, and nitrates). I only ask as the use of garden soil in substrate is hotly debated and "some" people who have used garden soil have found being caught in an endless cycle of ammonia/nitrite spikes that did not seem to go away with time, others have experienced major algae blooms. If this works for you great! Thanks for sharing and keep us updated.

By the way, you stated that you are using the 15 Watt 6500 compact fluorescent screw in bulbs. What brand are you using? I am using GE daylight 15 Watt 6500 compact fluorescent screw in bulbs. I have some thread algae in my 2.5 gallon and after eliminating all possible causes and using measures to eliminate it, it still persists. The only thing that I can now think of that may be contributing to the problem is the use of the GE daylight 15 watt 6500K lightbulb. It looks like you are using a can modified to act as a reflector and accomodate the socket for the screw in light bulb. What a clever idea!!
