That hairgrass is looking very good. Not having any good experience with hairgrass I don't know if planting it deeper would have worked better or not. When I planted it submersed it did the same thing - tried to form new plants above the substrate instead of in the substrate. Now, I wonder if you should try giving it a haircut to encourage it to grow thicker? Somebody here must know.
