They have answered your first question on their website, specifically on Purigen's FAQ page.

As to your second question, definately after your biological media since it is considered 'chemical filtiration' and that normally comes after 'biological filtiration'.

I'm not sure on it's affects on peat, but it's supposed to be more effective than carbon so it might have an affect or maybe it's a selective resin. Hopefully our sponsor will clarify soon.
