I've tried trimming it with scissors while in the tank and it's not easy. Would it be better to pull the whole thing out and put it into a glass bowl of some sort to trim it?

If it's tied to something you can pull the excess off or trim it with scissors. If you've got it held to the substrate it's probably best to just pull the whole deal out and "replant".
