another question that has to do with lighting is is there any other builbs that are not $25+ that i can use to stager my lighting a bit better i am really starting to think that the cyano must have something to do with my lights. and with 6 bulbs i cant afford to goi buy ones form the lfs this is the bulb i am running now http://www.lighting.philips.com/nam/...uor.php?id=189

I do not have those particular bulbs, but I do run 6700k bulbs. While the bulbs may be old and are causing growth the slow, the presence of algae denotes an imbalance of some sort.

If the lights are truly degrading then the fert levels or light period need to be adjusted. Until you can work out the light issue, look at the pmdd fert regimen. It mayhelp you eliminate the algae.
