Default How much flow is enough flow?

I guess this is a two part question ... And how it applies to my new tank build (below):

1) Is there a minimum amount of flow we should have in a planted tank (that is not trying to imitate a stream)?

2) Is there an ideal amount of flow for a planted tank & how do we calculate it?

My setup:
120gal 4'x2'x2' Peninsula
Planted, high light with CO2
End overflow to sump - return location TBA
Ehiem Pro 3 Canister return to tank via CO2 reactor

What I'm trying to figure out is:

a) Return from below tank sump - Mag 9.5 ~650gph with 4' head (adjustable) - Is this too much with/without the Eheim?

b) Do I need in tank powerheads to augment or direct flow & how much flow do these need to be?
