Default PL lighting?

I have been given an Aqua-40 tank made by SuperFish. It holds 28 litres and has come equipped with an 11 watt PL light. I am thinking of making this small tank into a small planted tank using Eco-complete as the substrate and Flourish Excel as the carbon source.

Does anybody have any experience of this light? The socket end of the bulb has red and white written on it. The bulb is a double one like PC bulbs and one section of the bulb has a pinkish hue when lit. Will this light be suitable for a small planted tank? Also does anybody know what PL stands for?
