In order to put your CO2 on a timer, you need a regulator with a solenoid. The solenoid plugs into the timer and turns on and off at the times you have preset. The regulator you gave the link to contains both a bubble counter and a solenoid so you should be set for the regulator.
I don't have any experience with the Eheim but Eheim generally makes very good products. I think it is more of a diffuser than a reactor.
I think the Reactor 1000 is a very good reactor, but it needs to be used with a canister filter. I'm not sure if you can use it with a power head or not. Here is a link for it: http://www.aqua-medic.de/cgi-bin/php...g=en&cat_id=12
It is a bit pricey so you may want to do a search in the DIY section for CO2 Reactors. They are easy to build. You could also check the sponsor section of the forum. I think a couple of sponsors had some DIY reactors for sale much cheaper then the reactor 1000. I think some of the Sponsors also sell the regulator you are looking at a bit cheaper then That Pet Place. However, I have always had very fast shipping from TPP.
