Many people are building their own regulator assemblies using either single stage or two stage regulators. Many shop on ebay for them. Sometimes solenoids and metering/needle valves are available too.
maknwar, oldpunk78, bettatail. btimmer92 and others are building very good regulators for people that are much better than the systems that you can buy. GreenLeafAquariums.com and SuMoRegulator.com also sell regulator assemblies.
Many times you can find them in the swap and shop sections on forums.
