Default 5 Gallon Nano Project

So I dumped the bowl idea and just went with something easier to light.I have a 5 gallon with 1.8 watts of compact fluorescent lights,will this be enough to grow HC and L.repens?I will have a DIY CO2 System that will be pumped into a bubble ladder.I am also debating on which filter to use,I have a RedSea Nano filter which would be perfect because less surface tension or a Heto brand filter which I turned into a AquaClear(...sorta).The substrate is maybe an inch of potting soil and sand which have been in there for awhile.All I am going to do is take out the water and the plants(since I would just throw clippings in there from my other tank)/fish and plant.Thanks!

What fish will you be adding?

The need for a filter at all is debatable if you plant heavilly enough.

IDK about HC but L. Repens does not seem to need a critical high lighting level, so I imagine you'll be fine with that one.
