not many choices that are going to stay small leaf size-wise. the petite might be good, all the ferns I can think of will way outpace the scale, mosses work particularly well and depending on the "type" of tree you're attempting to emulate, they can have very different effects. (weeping, for a willow, flame for a vertical effect, etc etc)
*edit* if you have the patience to keep the scape for the long term I would suggest the petite. It's the slow grower of the bunch so each week you have plenty of time to tease it and mold it to your whim!
Given enough diligence, and an artistic eye (which I think I'm missing lol) you could have each and every leaf where you wanted it on the tree. If you want a "now" scape though, I'd tie off the mosses, as they'll fill in and look natural a bit faster.
