Default stunted growth, plants are dying please help

hello family,
This is krunal here,i am worried about my plants as they are dying and growth is minimal. please help me out, i am stating the whole scenario down under.
intially the tank did well for a month plants got in their aquatic state
the tank is 90*30*30 cm with garden soil capped with white pool filter sand
light is 18 watt 4 feet t5 led lighting for 8 hours a day ( untill yesterday, now its 2 led tube )
for CO2 ive got citric acid diy method gives 1 bps
i am dosing 4ml micro macro on alternate days and on sunday 50% water change
the plants are cabomba , rotala rot. green, rotala macrandra, didiplis diandra, hygrophilia compacta, bacopa caroliana. Livestock- A schooling of 9 rummynose tertras .

One problem I noticed is some plants are getting melted at the substrate, though roots and whole plants look normal.

What is the water temperature? Did you use Prime, or an equivalent de-chlorinator? Does the water have any salt in it? There must be something very basic that isn't right, because Bacopa is a very vigorous grower even in low light.

water temperature is around 25 C. i dont use any dechlorinator as such. i dont add any salt to the tank nor the water has any salt. problem is plants have new leaves but after just one day it starts turning dull or brown from edges. i am dosing with EI method even tho ferts are good red plants arent getting red. not even getting the normal proper form.

Update-
After adding another 18W light, new healthy leaves are visible, but still, old leaves are turning dull and brown. Leaves aren't turning how it should be, not talking about optimal.
