From what I read there is no right or wrong way.

For my 2 liter I do 2 cups sugar, fill bottle and shake until disolved. I then add dechlor to the the bottle and then my yeast. Shake it up and then screw on the cap.

I add the dechlor because I read somewhere that it is better for the yeast, the chloring can kill the yeast.
