Hey guys I have been reading so much information from so many message boards and I have deiceded on this so far a 10g.

Tank: 10 Gallon

Lighting: 20" 1x40W Satellite PC Fixture by Current USA. Then replace the the bulb with a 40W Power Compact Lamp Dual Day light

Subrate: Seachem Black Sand

Thats pretty much what I have as far as plants, driftwood, etc., I haven't deiceded. With that much light would I need Co2, Liquid Fertilzer, or what? Thanks guys, I hope that you can hook me up!

Hey Robert, first of all, welcome to apc!

Let me refer you to some basic reading (which you may have already found) :
http://www.aquatic-plants.org/articles/basics/pages/index.html
http://www.rexgrigg.com/

With that much lighting I would certainly provide a carbon source - either CO2 or Excel and ferts.

Again, welcome aboard!
Welcome to APC. Those links that Bert posted are a great place to get the info you need to get rolling.

Congratulations on getting a green thumb. I think with that much light you will find that you will want to add CO2 and fertilizers. Whatever you decide you will find a lot of helpful people here willing to answer your questions and provide guidance when needed.

Thanks thats good to here that if I have any questions there will be a good crowd to help me out. So let me ask I can grow pretty much anything I want with that much lighting?

Sounds like you off to a good start. Get a good fert routine and with that much light you should be able to grow anything with adding excel or C02. I would stay away with any large plant with big root system such as an amazon sword as it will take over the entire tank in no time.
Get a variety of high light plants and you on your way. If your budget allows a small canister filter would be nice. Best way to get plants is join a local club if you can and the members usually great on sharing.
Yes, with that kind of lighting and proper ferts (including carbon source) you should be able to grow most anything there. Remember to plant heavily from the beginning with fast growers, then change them out to your desired plants later after tank stabilizes.
