do otos breathe fast due to stress or do they suck fast?

If the Otto is at rest he should be breathing normally.

If the Otto is eating algae he should still be breathing normal but the gills may have more flare making it appear to be breathing heavily.

How long have you had the Otto?

Is it acting normal otherwise?

i just got another one after my other one died. its swimming what are some signs of being normal?

After I posted the first time, I was watching my Otto and saw it cleaning the glass. As I watched, its mouth was moving quickly and I now believe this is what you are calling heavy breathing. If so that is normal behavior for it is just cleaning the glass not breathing heavy.

Normal behavior would be swimming about, resting on leaves, eating algae.
