As I understand the parvula is shorter of the 2 hairgrasses, correct? I am looking for the shortest hairgrass out there. Any help would be great. Also, growing heighths would be awesome.

It never got much taller than 3-4" and tended to stay around 3". It spread via runner fairly well but tended to attract algae faster than anything else in my tank. Of course that was likely my fault
I have both types. My parvula averages 2-3" and my acicularis averages 4-5" Parvula can be a little harder to find, but is definitely shorter if that's what you want.
