It is common for emperor fry to show up in planted tanks particularly if you have a lot of moss for them to hide in.
The same thing happened to me so I set up a breeding tank for the dominate male and the plumpest female. After spawning I removed the breeders. The fry were easy to raise and I ended up with about 35 emperors.
When full grown the emperor is one of the most beautiful tetras in my opinion.
