To me it looks kind of like a dragonfly larvae but from the picture it's hard to tell. Is there any way that you can get a close up picture of it.
I don't see how it could be one though unless you had your tank outside or it got transported with a plant.

My first guess would be damselfly larva, second guess would be stonefly. Its hard to tell with the small picture. Most stoneflies just crawl and damselflies swim if that helps. They're all predators.
