Help Identify Deficiency / Slow Growth

Hi all, Im having a issue with my tank. Its a 1.5 old 50 gallon. Mineralized Substrate, 1x Sat Pro + 48" and 2x AHSupply 55w Compacts at 65k on for 8 hrs day. 5lb CO2 and Regulator going full tilt. Dosing Full Aquavitro Line at EI levels. N 4, P 0.5, K 40, NO3 7, NH2 0.75, NH4 0.75, PO4 1.2, Ca 14, Mg 4.8, Fe 0.75.
The water up here past Seattle is very soft so Im adding Ca and Mg at water changes 50% 1x week. Ive always had stunted tip issues from Ca and Mg it is a ongoing issue. Lately (4 months now) there has been a slow down of growth.
The plants start growing, I trim and then its as if it everything shuts down for 3 weeks or so and then starts growing again. Any help appreciated! Here are some crappy phone pics.
