I recenlty biught some pelia ( im experimennting with different lowlighting foreground plants) and the guy at tha store said they were low light, low fert, and low CO2 plants. Is this true (it also goes by the name pellia or monosolenium tenerum)

Monosolenium tenerum is the accepted name for pelia now. I find it does ok with or without CO2, with low to high lighting, and zero to high-level fert addition. Higher temperatures (29C or more) turn it brown though. You can tie it on wood/rock like moss, but it's also happy lying about unattached.
