When I had a 29 gallon tank I found that 2 x 55 watts was a bit too much light for what I wanted to accomplish. It forced me to heavily prune twice a week, and watch my CO2 like a hawk every day. When one bulb quit on me I went for two weeks with a single bulb and it did much better. So, I put two 36 watt bulbs in it, and that was perfect. One 65 watt PC should be plenty for a 29 gallon tank.

The 20L tank is rather shallow, so it doesn't need as much light as regular tanks need. 36 watts of T5 light would be just about perfect for it, in my opinion. I suspect you could grow virtually any plant you could keep from growing out the top, and grow them very well.
