I currently have a 30 gallon tank with a 25 watt one bulb florescent lighting system. I want to have a planted tank with crypts, anubias, vallisnea, elodea, and ludwigia. What is a good site to purchase lights from and would i need co2 with 1.5 watts per gallon?

You will need to get a fixture with 45 watts; along with bulb(s) that have a K rating of 6500k/6700k. I like & use Coralife fixtures. I bought my fixtures from Marine & Reef.

No C02 will not be needed, but a source of carbon will be. Seachem Excel is a good choice. I myself prefer to inject C02 even in low light tanks. I just makes a world of difference.

Even though you would like to use 45 watts of light, you will have to compromise on what a single bulb or combination of bulbs will give you. You can get 55 watt PC bulb fixtures, or 2 20 watt bulb fixtures, etc., but probably not a 45 watt bulb or combination of bulbs. The light requirements are so flexible that shouldn't be a problem.
