Lighting setup? Overkill?

Setting up a 15 gallon tank, hoodless, right next to an east-facing window.

I'm also affixing a 60W compact fluorescent (daylight, 3900lumens) in a standard reading light fixture + mylar reflectors over the tank (7-8 inches over the surface).

The substrate is largely a concoction of my own terrestrial soils (peat moss, coco moss, anise sand, clay, ++) so it's pretty heavy in nutrients. I'm also using organic CO2 with a nano diffuser, and trying to get my hands on some good liquid fert (impossible to find in this country!)

is this good? It's going to be densely planted
