Newbie q's re t5

Hi all, I am starting a 15g planted tank. I would like to grow plants like the tonina belem. I'll be using the Ada amazonia as substrate. But not planning on adding co2.
As for light, will a coralife double strip t5 be sufficient? Does the 1watt per gallon rule applied here?
