If you don’t mind having ceramic or plastic pots in your tank, you can add dirt, plants, and cap it with coarse sand or little gravel. Put the pots in your tank. That’s what I do for my pond.

You can freeze dirtied mud, break into small pieces, and then insert into the bottom of a substrate. The mess in minimal.
