Questions about noxious weed lists--California

I was looking at the nox list for California and was surprised at some of the plants I found listed.

Q Ceratopteris thalictroides (L.) Brogn. Watersprite.
[Ceratopteris deltoidea Benedict; Ceratopteris siliquosa (L.) Copeland]

C Rotala rotundifolia (Buch.-Ham. ex Roxb.) Koehne roundleaf rotala
(Ammannia rotundifolia Buch.-Ham. ex Roxb. )

C Bacopa monnieri (L.) Pennell water-hyssop
[Bramia monnieri (L.) Drake; Lysimachia monnieri L.]

C Egeria densa Planch. Brazilian waterweed [Anacharis densa (Planch.) Victorin; Elodea densa (Planch.) Caspary;
Philotria densa (Planch.) Small & St. John]

I understand that a Q rating is bad, but exactly what does a C rating mean? Should it not be taken to the local pet/fish store for trade (do they count as a nursery)? I'm surprised Ceratophyllum demersum isn't on the list, given the plants above.

In summary, the "A's" and "B's" are the worst. They can be killed on sight and otherwise treated harshly.

The "C's" are banned from nurseries and can be eradicated if found in one.

"Q" is a temporary classification, similar to "A" but being evaluated.

Thanks for the reply Bill. I usually send most of my trimmings to work with my husband, but it looks like there's a few more that have to go in the compost heap instead.
Remember that in addition to each states noxious weed list the Fed's also have their own noxious weed list.
Found a link to the Fed list. This list is from 2006 so it may need some updating.

Actually, I think the risk to the environment of giving your cuttings to your husband's co-workers is so small as to be unmeasurable. I'd keep doing that nice thing.

Bill--I don't worry when I'm just giving trimmings to someone, but he runs a pet store and wouldn't be too happy with me if I gave him something that earned him a fine.


Mike--thanks for the Fed list. It doesn't seem to change as often as the state list (thankfully).
