I don't think there's a way to adjust the input. Whatever the pressure of your tank is, is what's going to register on the high-side gauge.
Adjusting the output, or working pressure, on my Cornelius regulator involves manipulating a screw. The more it's screwed in, the higher the working pressure is. This may be different for other regulator brands.
Finally, making minute adjustments to how much CO2 actually goes into your tank involves the use of a needle valve. I personally use a Clippard one.
