I know they are these tanks havent been tested since abouththe time I was born! I got ahold of Airgas here in stl and its $30 to hydrotest and $24.71 to fill them up.

That seems expensive. I use Airgas here and it only costs me $19.00 to swap for an already filled tank. Maybe they'd let you just swap the tank for less?
