Stunted growth?

Well some of my rotala has been growing out small new shoots, that look alittle bent and ruffled looking. But the new leaves are growing quite too small, does anyone know whats missing? And another problem I'm having is keeping the indica and macandra dark red or red at all, how can I keep'em that way? Thanks.
