how should I treat used supplies like scissors?

Try a bleach solution of 1 part bleach to 19 parts water (same as plants), then rinse in dechlor, and rinse again in clean water. That should do the trick.

what's a good sub for bleach, I don't have it.

Maybe peroxide would do the trick as well.
Otherwise, bleach only costs $1/gallon or so.
