If the lower part is not loosing it's color then yes just trim it back. It will branch out and grow back in no time. If the base looks ugly though you may prefer to top it and replant just the tips.

I usually do a little of both, I try to cut back some of the tips before it is overgrown, this way by the time it's ready to be cut back, the previously cut stems have already branched out and become bushy. Eventually however I find the bottom part of the plant gets ugly so I'll uproot it and plant the tips when this occurs.
