Sure, there is a flow control valve on the spray bar too, so I don't see why you shouldn't be able to use it. I use an XP1 with a submerged spray bar, on a 20G, with the valve wide open.
Will an XP2 filter be too strong for a 20 gallon tank?
I can pick up a used one in excellent condition for a song, and I figure I can keep the flow under control by having it come out of a submerged spray bar. What do you think?

I purchased a XP2 for my 20 long. It has a turnover rate of ~ 160 gph with clean media. It has a turn over rate of ~ 8 times per hour which is very good.
